The International Energy Agency (IEA)’s 10th Annual Global Conference on Energy Efficiency took place in Brussels on 12-13 June 2025. The conference was co-hosted by the IEA and the European Commission, in partnership with Energy Efficiency Movement (EEM). One of the pivotal results following the conference is the Brussels CEO Four Point Action Plan, which outlines what actions the private sector is willing to drive to overcome barriers for energy efficiency improvements, and serves as a roadmap to the UN’s Climate Conference COP30 in November 2025.
A critical part of the IEA conference was the business leaders roundtable discussion hosted by the Energy Efficiency Movement. It brought together CEOs and business leaders from 60 global companies for joint discussions, voicing perspectives from the private sector on the private-public collaboration actions needed to achieve doubling of energy efficiency progress by 2030. At the roundtable Tom Erixon, CEO and President of Alfa Laval, joined CEOs from companies such as AFRY, Topsoe, Siemens Energy, Trane Technologies and ABB, as well as delegates from the EU commission and NGOs. Despite growing recognition of energy efficiency’s role in achieving net zero, current progress is falling behind with only one percent annual improvement in 2023 and 2024, which is well short of the four percent target.
The Brussels CEO Four Point Action Plan
Private sector is prepared to drive energy efficiency implementation:
- Promoting the role of business as a key vehicle for the implementation of industrial energy efficiency technologies,
- Advancing energy efficiency as an enabler for productivity, decarbonization, and competitiveness,
- Recognizing energy efficiency-first principle as a driver for secure and affordable energy,
- Encouraging long-term collaboration across value chains and with public sector to unlock funding.
Policymakers - Four key enablers for private sector action:
- Secure stable and long-term policies,
- Ensure energy efficiency-first principle is at the top of the agenda,
- Foster cross sector collaboration and knowledge exchange,
- Unlock investment through public-private collaboration and recognize the public sector’s key role.
The message is clear
IEA’s 10th Annual Global Conference on Energy Efficiency in Brussels convened almost 700 participants from close to 100 countries, including ministers and CEOs, as well as representatives from youth and labour movements. Building on the COP28 commitment to double global energy efficiency progress by 2030, the conference outcomes reaffirmed energy efficiency’s critical role in enhancing energy security, affordability, industrial competitiveness, and emissions reduction.
The message from Brussels is clear: energy efficiency is more than just a technical solution – it's a strategic choice that benefits people, economies, and the planet.
